Along the banks of the Willamette River in Portland, Oregon, Block 41 rises 23 stories above a 10-acre development, home to 340 residences and sweeping river views. OTL was brought in to give this urban address its own moment of calm: an interactive water feature blending natural texture with modern design.
Small in scale but rich in atmosphere, that feature has become a quiet gathering point for residents and visitors alike.

CHALLENGE
Every inch mattered on this project. OTL’s canvas measured just 8 feet by 20 feet, barely enough space for a fountain, let alone one meant to anchor the development’s interactive deck.
Containing that impact was its own puzzle: any splash beyond the footprint risked soaking the surrounding pavement and benches.
OTL’S
SOLUTION
OTL designed a minimalist jet display paired with LED lighting across a sloped concrete pad, built to showcase moving water without excess spray.
Early testing revealed the selected jets ran more powerfully than expected, pushing water past the pad’s edge, so the team worked directly with the manufacturer to dial in jets calibrated to the space.
Once recalibrated, water disappears neatly between the pad’s joints and returns to an underground tank for recirculation, keeping the display both elegant and self-sustaining.

IMPACT
Framed by benches, trees and a green belt, the fountain at Block 41 gives residents a contemplative pocket of calm along the river. After dark, jets rise above softly lit pavement while the sound of water carries across the plaza, a small feature delivering an outsized sense of place.
